It is a foregone conclusion that Libby will be pardoned by Bush. It is a matter of when, not if. I don't bank on "foregone conclusions" since Bush made the foregone conclusion that the Supreme Court would overturn McCain-Feingold, and i especially don't count on them with the way Bush has been caving in to the dems.
