MOSCOW: The first air defense regiment equipped with new S-400 Triumf ground-to-air missile systems will be put on combat duty in the Moscow Region in the middle of 2007, a manufacturer said Tuesday.
The Military-Industrial Commission, which answers directly to the Russian president, meets Tuesday to consider prospects for a fifth-generation air-defense system and building aerospace defenses in the country.
"The [new] regiment will have more [missile] batteries than regiments currently equipped with S-300 air defense systems," said Alexander Lemansky, chief designer at the Almaz Science and Production Association.
Lemansky said new S-400 systems considerably differ from S-300 systems by their effective firing range, firing capacity and other parameters.
S-300 (SA-10 Grumble) anti-aircraft missile system was designed to protect military and industrial facilities from mass air strikes. A missile launched from the system can travel at a speed of 2,000 meters per second and is capable of hitting a target at a distance of 150 km (93 miles) flying at a height of up to 30 km (19 miles) and at a speed of up to 10,000 km/h (6,215 mph).
"The effective firing range of the new [S-400] system is twice that of the previous S-300 [system] and its firing capacity is more than double," Lemansky said.
First Deputy Prime Minister and former defense minister Sergei Ivanov, who oversees defense-related sectors and chairs today's meeting of the commission, earlier said new S-400 Triumf ground-to-air missile systems were adopted for service in late 2006 and will be placed on alert duty later this year.

Swedish citizens are being held in jails in Somalia, accused of having fought for the deposed government of the Union of Islamic Courts. The information of the Swedes' capture has been circulating for some time, but was confirmed on Tuesday by Sweden's ambassador in Nairobi, Jens Odlander, who is responsible for Swedish interests in Somalia. "It has been a difficult job, but we have now found the Swedes who were arrested," Odlander told Göteborgs-Posten. "We are holding discussions which are rather sensitive. We have contact with the relevant authorities at both a high and low level," he said...

On March 6, 2003, by Executive Order 13288, I declared a national emergency and blocked the property of persons under-mining democratic processes or institutions in Zimbabwe, pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701-1706). I took this action to deal with the unusual and extraordinary threat to the foreign policy of the United States constituted by the actions and policies of certain members of the Government of Zimbabwe and other persons to undermine Zimbabwe's democratic processes or institutions. These actions have contributed to the deliberate breakdown in the rule of law in Zimbabwe, politically motivated violence and intimidation, and political and economic instability in the southern African region. On November 22, 2005, I issued Executive Order 13391 to take additional steps with respect to the national emergency declared in Executive Order 13288 by ordering the blocking of the property of additional persons undermining democratic processes or institutions in Zimbabwe.
Because the actions and policies of these persons continue to pose an unusual and extraordinary threat to the foreign policy of
the United States, the national emergency declared on March 6, 2003, and the measures adopted on that date and on November 22, 2005, to deal with that emergency, must continue in effect beyond March 6, 2007. Therefore, in accordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing for 1 year the national emergency with respect to the actions and policies of certain members of the Government of Zimbabwe and other persons to undermine Zimbabwe's democratic processes or institutions.
This notice shall be published in the Federal Register and transmitted to the Congress.

The new nuclear-powered missile submarines (SSBNs), identified as Type 094s, will be outfitted with new 5,000-mile range JL-2 missiles that "will provide China with a modern and robust sea-based nuclear deterrent force," the ONI stated in report made up of written answers to questions on the Chinese submarine buildup."

Hundreds of Hamas members are being smuggled across the Rafah border terminal to Egypt to attend advanced terror training camps in Syria and Iran, senior defense officials told Ynet.
However, the delegation of European inspectors stationed at Gaza-Egypt border denied the charges and claimed Israel never warned them or filed any complaints regarding the phenomenon.
In recent days Israel has filed a complaint with the European Union, Palestinian President Mahmoud Abbas and Egypt claiming that the European inspectors at Rafah do not maintain tight enough supervision at the crossing, and fail to stop the stream of terrorists and money used to fund terror in and out of Gaza.
Top Israeli defense officials expressed great concern over the increased use of the Rafah crossing for terror purposes. If the EU inspectors don’t clamp down on money smuggling and the passage of terrorists, Israel may consider not renewing the agreements on Rafah crossing supervision when they expire in two months, the officials warned."

"Syria ups army infrastructure on border"

ARTICLE SNIPPET: "Syria has spent the past few months constructing and moving infrastructure to its southern border that could be used to launch a war against Israel, senior defense officials have told The Jerusalem Post.
According to the officials, the Syrian military - while restricted in the number of troops it is allowed to deploy along the border - has moved military infrastructure, including fuel depots, closer to the frontier. The Syrians have also built structures in the area that could serve as weapons stores and military bases.
"There is no doubt that something out of the ordinary is taking place on the Syrian side of the border," a high-ranking official said.
The IDF and Syria raised their levels of alert along the Golan Heights during the second Lebanon war last summer. The IDF has noted a reinforcement of forces on the Syrian side but the meaning of the move is unclear."

Something about Iyad Abuhajjaj's behavior on a Southwest Airlines flight from Phoenix to Tampa on Wednesday afternoon concerned airline officials enough to call police.
Police have not accused Abuhajjaj, 36, of any wrongdoing on the plane, but a search of his name revealed an Okaloosa County warrant for his arrest.
On Thursday, the Palestinian health care worker and actor who lives in California was held without bail in the Hillsborough County jail. Deputies say Abuhajjaj met a Florida woman online in 2002, threatened her and used her AOL account without permission.
In a jail interview, he told a reporter he suspected he was singled out on the plane because of his thick accent, dark hair and olive skin."

This Travel Warning is being issued to remind American citizens to consider carefully the risks of travel to Kenya at this time due to ongoing safety and security concerns. This supersedes the Travel Warning of August 10, 2006.
The Department continues to recommend that private American citizens in Kenya evaluate their personal security situation in light of continuing terrorist threats and increasing incidents of violent crime. Terrorist acts may include suicide operations, bombings, attacks on civil aviation, and attacks on maritime vessels in or near Kenyan ports. Violent criminal attacks, including armed carjacking and home invasions/burglary, can occur at any time and in any location, and are becoming increasingly frequent, brazen, vicious, and often fatal. In January 2007, two family members of a U.S. Embassy employee were killed by armed carjackers. Kenyan authorities have limited capacity to deter and investigate such acts.
U.S. citizens should be aware of the risk of indiscriminate and random attacks on civilian targets in public places, including tourist sites and locations where foreigners are known to congregate, as well as commercial operations associated with U.S. or other foreign interests.
American citizens in Kenya should remain vigilant, particularly in public places frequented by foreigners such as clubs, hotels, resorts, upscale shopping centers, restaurants, and places of worship. Americans should also remain vigilant in residential areas, schools, and at outdoor recreational events, and should avoid demonstrations and large crowds.
Americans who travel to or reside in Kenya despite this Travel Warning are encouraged to register through the State Department’s travel registration website, https://travelregistration.state.gov. By registering, American citizens make it easier for the Embassy to contact them in case of emergency. Americans without Internet access may register directly with the U.S. Embassy in Nairobi. ARTICLE SNIPPET: "(CNSNews.com) - More than five years after 9/11, experts continue to debate what motivated the attacks on the United States and other violent actions by Islamic extremists against the West.
Differing views were aired at the Conservative Political Action Conference in Washington, D.C., on Thursday, when Hoover Institution fellow Dinesh D'Souza argued that policies promoted by the radical left had made al Qaeda leader Osama bin Laden "strong enough and emboldened enough to carry out attacks."
D'Souza said that liberal policies were seen as a "shameless and shocking assault on the values of people who live in very traditional societies, so we've gotten a backlash from that."
"We are setting out to have a war with one billion Muslims," he added.
But Robert Spencer, director of Jihad Watch, argued that the root cause is religion, noting that "Islamic terrorists use religious texts to justify their actions."
"Islamic jihad has always been pursued whenever Muslim states and communities have had the means to pursue it," he said. "The problem is Islamic jihad."
"Mohammed advocated warfare against non-believers," noted Spencer. "Islamic jihad is an imperative rooted within the Islamic religion. All the sects that are considered orthodox by Muslims hold to this view. Jihad warfare is an imperative part of mainstream teachings."
He added that the reason "Islamic jihad terrorism" was not widespread for many years was because "they have not had the means until the last 25 years in the modern era."
Spencer said Saudi oil revenues now provide those means. "Saudis have been extremely successful in funding terror worldwide."
D'Souza disagreed.
He blamed the left not only for liberal policies that enrage conservative Muslims, but also for the current situation in Iraq."
