It's a nice idea, but oil is a fungible commodity. Purchasing or using ANY of it affects the world price, which is what funds friendly and enemy nations alike.

From a purely economic standpoint, it's a futile effort. Oil is simply a commodity.
The way to drain the swamp is through a widescale breeder reactor program, similar to that of France.
