So, in Carter's (Nobel Prize Winner!) "mind" - randomly but deliberately blowing up schoolkids, shoppers, and innocent home owners by random bombs and rockets aimed at houses (not military targets) by people hiding in civilian clothes in civilain-populated housing areas is NOT terrorism.

But protecting civilians by attacking the random rocket launchers and suicide bombers with UNIFORMED MILITARY-DISCIPLINED soldiers IS terrorism.
