His predecessors built the situation he inherited. Since the 1950s we tried to make Iran into a nuclear anti-Communist ally via the Shah. It didnt work. The Cold War spawned Iran's present status. Carter just happened to be present at it's evil re-birth, and he didn't cut the cord.
