The book specifically states "They must be in love" and the teaching guide for the book explains homosexuality to the students.
Penguins instinctively follow their natural inclination for males to raise/nurture the young, females are the providers of food. It has nothing to do with any sex at all. It's not love or homosexuality. It's their species instincts, as they were made, that is, males as nurturers. There are other species that males play that role as well.
