Tensions increase in Mexican state of Oaxaca, APPO threatens to beseige federal police (Translation)

2:28 p.m.  The Popular Assembly of the Peoples of Oaxaca (APPO) will beseige, starting the 25th of November, the Federal Preventive Police (PFP) who are located in the historic center of the capital and for two days APPO will not permit either entry or exit to one single element of federal forces in support.

Thus did the State Council of APPO, which is the new leadership organ of the movement, resolve among itself. This decision to beseige the PFP will be carried out by means of a cordoning off of the Oaxacan historic center and by the participation of APPO members coming from all regions of the state.

Moreover, APPO agreed to break off the dialogue with the Governmental Secretary1 until the political prisoners of their movment are liberated, detentions are slowed down, and Governor Ulises Ruiz Ortiz resigns.

Another agreement of the State Council consisted of creating new barricades which impede access to governmental offices in the state, and to fill the city with paintings again.

In the same vein, the student sector of APPO resolved not to resume classes in unversity city while Governor Ulises Ruiz remains in office.2

Another APPO agreement is that several motorized caravans will leave from different regions of the state towards the capital the days of the 17th and 18th of November, and they will arrive in this city the 20th of November to celebrate the anniversary of the beginning of the Mexican Revolution.

These agreements were released this afternoon during an APPO meeting on Santo Domingo plaza, where three marches which were carried out along different courses of the city all arrived to protest against the Second Government Report speech which Chief Executive Ulises Ruiz handed over to the local congress.

The Governor sent his report in writing, which was taken to the Chamber of Deputies by the Secretary of Government of the state, Heliodoro Diaz Escarraga.

1 The "Governmental Secretary" referred to here is Carlos Abascal of Segob, Mexico's Interior Ministry, which has been involved in talks with APPO leftists in Oaxaca City ever since the Federal Preventive Police arrived there October 28th and the following day retook control of the city center from APPO using riot police and armored cars.

2 Benito Juarez University is still a major center of tension in Oaxaca City. After the major confrontation of November 2nd between the PFP and APPO-inspired students and others at the entrance to the university, APPO claimed a victory in holding the university -- and its radio station -- in spite of the entrance of the PFP on the grounds. But today the rector of the university ordered a resumption of classes in spite of the student protest in support of APPO. Separate Note Here -- the broadcast signal for the radio station has been out for several days and has still not been restored, so APPO has no radio feed.

Pay attention to the dates for the above-threatened actions revealed in the article, because they tell you everything about what is going on here. The period November 25 - December 1 is the presidential transition in Mexico City. In yesterday's thread we addressed the possibility of an APPO-Lopez Obrador alliance working together to disrupt the presidential transition. Today APPO is sending the signal that it intends to do its part to provide the "provocation" (provocación) the Mexican leftists continue to search for in their drive to mobilize their followers. Everyone knows that if violence erupts in Oaxaca between the federal authorities and APPO during that week that the true focal point of its impact will be in Mexico City where Lopez Obrador is trying to gather thousands to protest Calderon's taking office.

If Lopez Obrador can get his provocación in Oaxaca, he can create really serious problems for everyone in Mexico City. That is the danger here.

Tempers are continuing to flare in Mexico City about the PRD's warning not to hold the transition ceremony on the legislative grounds of San Lazaro. The PRD promised "to hinder at all costs the taking of office of Felipe Calderon as President of the Republic." There is real anger among the PAN delegates to the Congress and even the PRI members are beginning to speak in rather harsh tones to their fellow PRD legislators. There is just all kinds of stuff up in the Mexican press. But that's where the focus of what's going on is right now -- in Mexico City. Even with what you read of APPO in Oaxaca in the above article, it still comes down to playing a part in Lopez Obrador's challenge to Calderon's assumption of the presidency.

Gee, the Communists are taking over in Venezuela, Brazil, Ecuador, Nicaragua, and now they are launching a revolutionary offensive against Mexico...and all we get out of the MSM are stories about "spontaneous" unrest supposedly rooted in fundamental social tensions. Big surprise.

Dear President of Mexico,

I thought it might be a good time to write you and ask for your advice.

Up here in the United States, we are having trouble with a group of people who believe that they actually own the country that we govern and control. They march in our streets. They commit crimes against our citizens and then demand that we not only capitulate to their demands but also compensate them for historical wrongs that happened only in their own minds.

As you can imagine, its an almost intolerable situation to deal with and it is very upsetting to the population at large and our ability to govern our own country.

I would love to know how your military campaign against these interlopers is going and whether you can provide us with any military advisors to assist us in accomplishing the same goal here in the United States.

I wish you the best of luck in gaining control of your own country as I pray that we gain control of ours.
