That's certainly true. And even though Nagin looked like a total ass, truth is he did have a point. NY has dropped the ball on Ground Zero development. It's been over five years, and it's the same old hole in the ground, and the same suits shuffling papers from office to office.

It sucks.

If they had just built buildings and not worried so much about getting the right touchy-feely memorial, they would have been done already. That formula worked for 7 WTC.
