The city's 639 paroled sex offenders will be under a strict curfew on trick-or-treat night, ordered to stay indoors from 3 p.m. to 6 a.m. "No matter where they live, they better be home and adhere to these restrictions on Halloween," warned Scott Steinhardt, a spokesman for the state Division of Parole. The pervert parolees will not even be allowed to open the door to costumed treat seekers. Parole officers will be out in full force to ensure sex offenders don't come in contact with children, said Anthony Ellis, the executive director of the Division of Parole. Ellis said parole officers will be conducting surveillance, making unannounced visits or calling to make sure offenders are home. Anyone violating curfew will immediately be taken into custody and face revocation proceedings. |

Stoat comment: Although this is far from the optimal solution (preventing known perverts and sex offenders from living near normal people to begin with)
it seems that at least NYC is aware that these monsters do pose a hazard and are doing a 'community eyewash' effort on Halloween.
The obvious question, of course, is: " Okay, so you admit that these perverts represent a hazard to the community and to children in particular....what about the other 364 days out of the year? Are you assuming that the community is safe on those days? If not, then why do you allow these monsters to live in the area at all?"
