BEIJING North Korean leader Kim Jong-il told a visiting Chinese delegation that the communist nation didn't plan to conduct additional nuclear tests, a news report said Friday.
Kim told Chinese envoy Tang Jiaxuan that "we have no plans for additional nuclear tests," Yonhap news agency reported, citing an unnamed diplomatic source in Beijing.
Kim also expressed regret about his country's nuclear test to the delegation and said Pyongyang would return to nuclear talks if Washington backs off from its financial sanctions, a South Korean newspaper reported Friday.

He does not...........Yet.... He has the same plans and info that the AQ Kahn network sold to Lebanon, Iraq and Iran, and this came from Pakistan research and development.
Knowing is a far cry from implementation, and this is what the test was about.
What is distorting this picture, is the Clinton claim that they shut the NK nuke project down for eight years, but all they did was freeze the access to plutonium, which NK did not need anyway, until they had further progressed in their research and development. When they were ready for the plutonium, they ditched the agreement, and withdrew from the proliferation treaty. They never stopped the program at all.
Now we come to this test, and it is becoming obvious that the test did not work as planned. They need this test to be successful so they can complete the package by creating a complete device that Iran can use to jump miles ahead from where they are now in tech, as they develop their infrastructure to reverse engineer the device and make plenty more.. They then need to work on the miniaturization to put it on their missiles but that is not something we can wait for, as they can deliver the package in many other ways, including a truck or barge to Israel or where ever.
The test did teach them a few things, and the next would likely be successful, or the next. They would then be very close to a working hydrogen bomb capable of mass destruction on a huge scale. This is what Iran wants, and why it is likely they are funding all of this.
You apparently misread what I was trying to say to the other poster. I was not discounting the test. I was only discounting the idea that it was plutonium based. They don't need to test that part, they need to test the initiator. The yield from the test apparently was way off, and that is not surprising. The next test, or the one after that, will likely succeed, and away we go!
Not with NK, but with Iran. They are the ones who need this bomb and they are quite willing to pay NK through the nose for it, no doubt. NK is just a service provider. As I read this situation.

We need American dollars more than we need Korean nukes. Stop this nonsense, or China will cut off your funds and start paying the N Korean generals directly. And, if you get the jones to do another nuke test, we will oblige you...and you will be the official bomb-holder....
China has this one under control. Now the US needs to take care of Iran...

And if either North Korea or Iran provides nuclear material to Al Queda we must hold China and Russia accountable. If a nuke is used on our cities coming from either source, we must nuke a Chinese or Russian city. Otherwise, we will be attacked again and again this way until we are easy prey.

I wouldn't be too sure on that one. We all know his plutonium source is limited but I don't think you need a larger amount of plutonium/yield to know your nuclear technology will cause the fission needed for detonated. An expert here reading this may shed more light into this issue.

I believe you are right, we are 5-7 years away from the next great world war. It takes real time to build a technology saavy military with modern combined arms tactics. Add to that China and Russia having to conduct more shared exercises with the new equipment/tactics. They are close but not there yet in my opinion. Both countries economically have the means to easliy continue this effort and grow their militaries into something scary.
When the crap does hit the fan, I won't be surprised to see at least one if not 2-3 weapons on NYC/LA & Chicago. This would instantly destroy our economy. We would figure out who was responsible and retaliate but I would expect Russia and China (along with Iran and North Korea) to make it's moves within the first three months of this attack. This would include an all out nuclear attack by the above mentioned countries. I was reading an article here a couple months ago about China building underground facilities similar to Russia's underground cities/complexes. The bummer for us in this scenerio is Russia has her own energy source and we don't. I believe we will win long-term but it's certainly an Armeggedon type scenerio in-between.

More like a personal message from China's POTUS delivered a few days ago. I am sure the message said " the timing is not right, cut the crap or we cut off food aid." The regime would collapse in 3 months if that happened.

We should begin production of mass nuclear weapon development and tell the world. Let Russia and China burn it's resources on keeping up like during the Cold War instead of having the resources to wage war by proxy and cause more problems.
