The emissions programs are a lot of crap. You bypass the "ceiling" by buying someone else's allotment. Nothing changes. Kodak did it for years.

yes, but consumers who want SUVs or cars with decent sized engines, will have to "buy credits" from drivers who bought small cars or hybrids. that's where this is heading as far as auto consumers are concerned.
