Border authorities in the country you are leaving do not stop to check you. In Michigan, since you have to drive over a bridge to go to Canada, all the US border authorities do is take your toll money. Once you enter Canada, their border guards check you.

Coming back to the USA, the Canadian border authorities once again only take your toll, and the US border guards check you.

The person who was stopped in Washington State did not need to be checked by the Canadian guards because he was leaving Canada, not entering it.
