"Kerry and Dodd didn't vote."
If I recall correctly, it was Dodd who added to the Senate Bill 2611, at the very last minute, the provision that requires the United States to consult with Mexico BEFORE doing anything to secure the border, including building a fence. I'm not surprised he didn't vote, but I wonder how many people who voted for this amendment, have flip flopped.
