For about an hour Berger couldnt get the commander in chief on the line. Though the president was always accompanied by military aides and the Secret Service, he was somehow unavailable. Had it for a while. Good read.
Many forget that the 9/11 mass murder was planned during the Clinton administration and was originally slated for the Millennium. The terrorists weren't ready yet. They were counting on a weak or ineffective response, like with most of their previous attacks.

Byron York quotes Dick Morris saying that Clinton had a near-allergy to using American military force, especially when casualties were likely. I'm not sure what else people expected from the first draft-dodging Vietnam-era president. The Clintonistas thought Clinton was elected because America was tired of war (remember how fast Bush 41's approval ratings dropped after the end of Gulf War I) and wanted to focus on the economy. They thought war meant Vietnam, the draft, and unpopularity. Messing around with Arab terrorists just wasn't in the script. The only terrorists Clinton was interested in were the right-wing American ones like Timothy McVeigh. So they just kicked the can down the road.
I'm as POd as anyone about what Clinton's fecklessness led to, but I really don't know why anyone is surprised.

But if you remember, he made a public spectacle out of swearing off McDonald's for health reasons. If he was caught with a Big Mac, the outcry would have been enough to make him resign. /sarcasm
