Berger stole those documents while preparing testimony to the 9/11 commission. One can only imagine the contortions that commission was put through, and the untruths it had to absorb from the Clintonistas. Since the commissions report is supposedly the basis for the movie, who knows if it really is the truth. Partial truth is probably the best estimate.

WASHINGTON — Pleading "Guilty, your honor," former national security adviser Sandy Berger admitted Friday that he removed classified documents from the National Archives, cut up secret government papers with scissors, and then lied to authorities about his actions.
