Not be too argumentative but, Howard began by speaking in a general historical sense, using the past tense, about the positive contributions of immigrants in his first paragraph which was the one 'BW2221' quoted together with a skeptical comment.
I then responded that overall Howard was correct - as would be someone making the same point about America or Canada which, like Australia, are also essentially nations of immigrants.
Howard turns specifically to the subject of "new migrants" & what is reasonably expected of them in his 4th paragraph just before his 5th one which you've cited.
For what it's worth, I agree with Howard across the board.
