The title: Call for fertility ban for obese

The BAN: The British Fertility Society is recommending women with a body mass index of 36 and over should not be allowed access to fertility treatment.

Not banned:"Underweight women and those classed just as obese (BMI over 29) should be forced to address their weight before starting treatment, the society said. "

I don't see what part of this you don't get. You asked why skinny people aren't mentioned in the title. Only the obese are banned. The moderateley obese and underwight only have to address their weight, and are not banned. How much crap can they put in a title. What part of your own question is not answered by the simple first 2 parts of the article itself, OR what part of your question do you not understand?
