He was at the height of his popularity in 2003. His stock has been falling - his disrespectful behavior toward Al-Sistani and the uncontrollable behavior of his militia have soured the Iraqi populace on his antics.

The best way to liquidate him is for an Iraqi army unit to kill him as his broader influence dwindles. It would have been more problematic for US troops to kill him when he was a popular figure.
