Could it be because THEY ARE A SPONSOR OF TERRORISM.
The sentence makes as much sense as- The President considers France to be a European country.
The writer really reveals their bias.

I really hope our President has nothing to do with this but ultimately his approval has to be given. I'm looking for an explanation.
