Not sure of the FR origin other than "anything sounds better with more cowbells", (a reference to a favorite percussion instrument used in rock music). Alex Van Halen is a big fan of cowbells.

Just some clarification. As a hugh fan of America's greatest rock band, I must state for the record that no cow bell has EVER been played on a Van Halen record.

You're close. The cowbell reference stems from a dance song featuring the voice of Christopher Walken, who breaks in intermittently and says, "I'm just not feeling this. It needs more cowbell" (with Walkenesque accent).
Later he says, "I've got an infection, and the only cure is . . . more cowbell." The music keeps beefing up the cowbell in the song with each interruption.
So, the Freeper joke is that, especially in Iraq, everyone thought they "knew" what we needed to do there. "What we need to do is . . . ."
That was satirized by some of us who think the military is, after all, competent by saying "What we need is more cowbell." Then someone posted a pic---although I don't know who it is in the pic.

Cowbells are a reference to a truly classic Saturday Night Live skit with Christopher Walken as the 'legendary record' producer of the Blue Oyster Cult...they play the actual track of 'Don't Fear the Reaper,' with Will Farrell on cowbell, and Walken keeps coming out of the booth saying...'I'm not feeling it, I need more cowbell.' The tract starts (again and again) Farrell goes wild (with the cowbell) and the other cast members (portraying the rest of BOC) are in various forms of pain trying to hold in the laughter. Its truly the best of SNL...and I acually turn up 'Don't Fear the Reaper' if it comes on the car radio just to hear the cowbell.

It's from a SNL sketch, a take-off on a "VH1 Behind the Music" of Blue Oyster Cult. It's a real scream! Do a google search for the video. "More Cowbell" should be enough!
