The best explaination that I heard was there were taking the ID chips out of the phones and sending them, mostly to Europe.

Absolutely. In addition, if they really wanted to go into the cell phone business, they could have made suitable arrangements to buy them in bulk, wholesale.
The only reason they would go to 50 different Wal-Marts and pay in cash is that they wanted the transactions to be untraceable.
And there is only one reason why they would want that.
So we're supposed to believe that there are 1000 people in Texas who don't know that they can buy the phones, with charger and a $40 airtime card in their local Walmart or Dolllar General for $20? Where they would have the right to a replacement or refund if there is a problem.
I believe the correct legal term here is "a likely story."

If the phones were destined for terrorist communication networks, or for IEDs for use over the next month, they would have been purchased months or even years ago.
That means someone is stockpiling these phones.
Stockpiling implies a belief that you will not be able to purchase these items in the future.
The terrorists know something we don't, something significant.
You make too many assumptions. Perhaps the lack of sleep from the circling black helecopters.
It would take you less than an hour to make a phone into a detonator, particularly if someone told you how to do it. I never have, but I guarantee I could McGyver one in an hour, with a couple of common items purchasable with no scrutiny.
If the plan was "Let's blow people up in 2 weeks", that gives you plenty of time for one or two bombmakers to make the bombs while the others scout and to intel.
