As far as "writing him off before 2009" is concerned, your dreaming.
He already ruined the mid-terms for us and if the Dmes take over Bush will face impeachment for sure. And the U.S. government will be bogged down in an intparty fracas while the North Koreans and Iranians work on an atomic solution to dealing with us.
