As we see now. things haven't changed. Back then, the Europeans were paying off the pirates, Baksheesh, to allow safe passange. The Americans wouldn't and lost the Philidelphia (which was burned by Americans to deny it to the pirates) and war ensued. We beat 'em and gained freedom of the seas.
As for the Europeans......go figure. Things haven't changed.
