I have been involved in two evacuations, one from Iran in 1979 and the other from Saudi Arabia during the Gulf War. Amcit evacuees had to sign repayment agreements. This did not start in 2003.

I think you are correct I believe it began in 1953, but that was a blurb from the Grapevine. I did not want to change the way it was written.
