If the intent is to suppy arms and equipment, as well as possible troups, then I can't see a distinction. Even if they don't speak the word 'war'.
If it is not their intent, then Israel would be wise to ignore them with 'one eye open'. (which they probably do)
Bottom line is it is moral support. What could Lebanon ask for from Syria? Send troops? LOL
