I'd suggest that the NTSB figure out how to keep missles out of the center wing fuel tank. When the tank is opened, air (containing O2) can more easily enter the tank, mix with the fuel and cause an explosion. The WTC towers were a similar issue with an explosive mixture of air and fuel and aviation. ;-)

And proposed rule changes do not include the majority of fuel tanks which are in the wings of transport airplanes, nor this country's large fleet of cargo aircraft." The obvious reason for this is that design, electrical, or mechanical failure of the Center Wing Tank circuitry was never the cause of the accident in the first place. No urgency, none at all. 700+ Long Island resident witnesses still know what they saw, and why Flight 800 exploded. Nothing has changed, unfortunately, with the possible exception of a few curious and interesting slips of the lip by Kerry and Stephanapolis.

Have a friend who spent several years with Boeing training pilots from airlines around the world on the the latest aircraft their companies had purchased. Asked him a few years ago what he thought about TWA Flt. 800 ... he wasn't buying the center wing fuel tank exploding as a result of a electrical spark igniting the fuel/air mixture in the tank.
Most individuals experienced with flying the Boeing 747 are like my friend, very skeptical of the NTSB finding.
