I think the answer to your question lies in the nature of bureaucracies. Government bureaucracies are made up of people, who's number one priority is the advancement and protection of their careers, then comes the actual function they perform in the national interest, we assume. Too many people are too involved in the Clinton era cover-up of the causes of the TWA 800 disaster to allow the whole thing to unravel at this point.

When a new president comes into office, many or even most of the non elected personnel of the various departments of the Executive branch remain as holdovers from the previous administration. Thus, we hear about the "Shadow Government", and witness State Dept. officials, Pentagon employees, CIA agents working directly against the policies and interests of the current administration and the country.

It will take a "whistle blower", even at 10 years out, to break open this case. And I feel we can expect something like this to happen in the not too distant future.
