He is chief of al Qaeda’s second largest affiliate in Iraq, Ansar al-Sunna, an organization which controls large tracts of the country - especially in parts of Kurdistan - with a foothold in Kirkuk and Mosul as well as Tal Afar to the north and sections of the Sunni triangle.
DEBKAfile’s counter-terror sources reveal that a quarrel which flared recently between Arbili and Zarqawi led to Osama bin Laden naming a new worldwide operations chief with authority over both. He is an Iraqi from the north, known only by his nom de guerre, Abdulhadi al-Iraqi, and he replaces Abu Farj al-Libi who was captured by Pakistani forces.
Bin Laden’s choice of an indigenous Iraqi ops chief pointed to the high importance the al Qaeda leader attaches to the Iraq warfront for the future of his organization. Abdulhadi now faces the urgent task of bringing order to al Qaeda’s ranks, which are packed with foreign adherents, and Iraqi affiliates to avert a bloody power struggle among commanders.

The Council is an umbrella organization of mostly independent jihadist groups. It remains to be seen whether or not al-Baghdadi's power will increase as a result of the June 2006 death of Abu Musab al-Zarqawi.

It seems like Al Qaeda saw previously their power diminishing in Iraq and they brought together other jihadist groups there, naming al Baghdadi as "emir" of the news terrorist coalition.

Chatter Concerning the Establishment of the Mujahideen Shura Council in Iraq, Abu Musab al-Zarqawi, and Unification with Other Insurgency Groups

Following both the announcement of the Mujahideen Shura Council’s establishment as an amalgamated insurgency group in Iraq and Sheikh Abdullah Rashid al-Baghdadi selected as its Emir in mid-January 2006, there has been much chatter amongst the online jihadist community on this issue. Following the announcement about the Council, the Jihadi forums ran a "Thousand signature campaign on supporting the Mujahideen Shura Council," which indeed, the online jihadists posted their signatures. Members stressed the unification of the mujahideen under one flag as a boon for the insurgency; one suggesting that Ansar al-Sunnah join the Council to further bolster the unification, and another in an interview on a forum, Hani el-Sibaei, a former leader of the outlawed Egyptian group Islamic Jihad, who now runs an Islamic affairs research center in London, who congratulates the Council.
Another member of a jihadist forum addressed the seeming disappearance of Sheikh Abu Musab al-Zarqawi, Emir of al-Qaeda in Iraq, stressing that the Muslims should not follow Western pundits and analysts who equate jihad in Iraq with one man in Zarqawi. He congratulates the founding of the Mujahideen Shura Council and its Emir, Sheikh Abdullah Rashid al-Baghdadi, and states: “The jihad did not stop and what it proves is that jihad is continuous until now with the Grace of Allah”.
The Mujahideen Shura Council is composed of eight insurgency groups in Iraq: al-Qaeda in Iraq, Victorious Army Group, the Army of al-Sunnah Wal Jama’a, Jama’a al-Murabiteen, Ansar al-Tawhid Brigades, Islamic Jihad Brigades, the Strangers Brigades, and the Horrors Brigades, collaborating to meet the “unbelievers gathering with different sides” and defend Islam.
Considering that we kept taking out the No. 2, 3, 4 guys almost as soon as they were named, I don't think there are too many high caliber leaders left to take over for Zarqawi, and if they do, I wouldn't want to be their life insurance company.
Debka is entertainment, it's the James Bond fiction of current events.
Al qaeda reports news "before they happen", i.e. thing in the intel realm, and they are frequently right, but as a result of the nature of their info, not always, and sometimes we don't even find out they were right.
I think Debka puts more thought and info into their articles than the NYT, so why do people believe the NYT?
That's what happens when I start something and cut and paste -- I meant DEBKA reports news... etc., NOT Al Qaeda.
