It's not about image enhancement, it's about business.
This is an old time racetrack, it draws smokers. Simple.

It's always a good thing when smokers are actually treated like human beings for a change.
Not proud. Just happy that the owners recognize that it will be in their best interest to expand the smoking room with more terminals. And they won't be sorry!
Something must have prompted them to do this. Otherwise, if smokers weren't in such a demand, they never would have this in the works.

I don't see it as proud or not proud - its adults making a lifestyle choice and doing it in a way that doesn't hurt others - its natural the market would respond to this - we are a capitalist society.
It's no poorer an image enhancer than a seedy bar that forbids smoking.
Would you say that a non-smoker in a seedy bar needs image enhancing?
