It is a 614 page bill probably written by immigration lawyers hired by Kennedy and McCain. It it tough reading. If you try reading theImmigration Reform and Control Act of 1986" aka Simpson-Mazzoli, you can understand why it might be difficult for anyone to understand what is in the bill. Frankly, I doubt whether McCain or Kennedy were aware of everything that has been buried in it.
