Reagan did "recover" from the political witch hunt that Democrats and the liberal media/press called, the Iran-Contra Affair. After hitting a 43% low approval in the March 6-9 1987 Gallup poll, Reagan rebounded to 50% by the first Gallup poll of 1988 and closed out the year at 63% job approval.

Bush is stuck in mid-30% range. That needs to improve, or else the GOP will suffer losses this November. Maybe even a loss of one chamber of Congress, or both. That`s what happens when you govern domestically like a liberal and ignore your conservative base.
