So, it's okay to break some laws, just not others? They are supposed to apply the LAW to everyone. I realize what they have working for the IRS. I've met many of them. I wouldn't want to work with any of them. Some of them are damn clueless.
It took me about three weeks to prove I paid something that I had a receipt for. I spent more on copying, faxing and mailing the proof than I was supposed to have owed. I didn't want it on my record that I owed them anything so I proved I didn't owe it, FINALLY!
It has to do with damage. The IRS and SS are from their view, suffering no damage. If you had a guy who was sneaking up to your mail box taking out a letter and putting a $100.00 in and resealing it before slipping it back into the mail box I doubt you would be calling the cops to come get him.
It is human nature that we react to that which causes us damage but tend not to react to that which benefits us.
This (the way things are currently done) benefits them. If you want it to change then you are going to have to threaten enough damage to outweigh the benefit.
