This ol'gal was part of the African Desk at the CIA. That's where Joe Wilson has his buddies (remember African yellowcake), and his second wife Jacqueline is still a French agent there (although we all found her so easy the only conclusion is that she is no longer covert, nor working for France!
When she starts talking Plame and Wilson will already be on the plane to their new homes.
