Well this essentially renders FOIA obsolete.
Since official "searchers" can look everywhere and still "not see" what they don't want to see and "redact" the rest, FOIA never was anything but PR. The only solution is to form up a "committee" and look for yourselves. 550 documents on a major plane crash? There should be tens of thousands. And they should get the plane itself for independent testing.
