I think the point usmcobra is making is that the 1994 elections were a direct reaction against Clinton's policies: a repudiation of the administration, as it were.

Perot wasn't on the ballot in 1994, and Perot helped Clinton win a second term in 1996 because Perot was a spoiler candidate who divided the GOP base, and democrats can't win at the ballot box on their stance alone, and the GOP is weakened when it's base is out supporting goofy third parties.

But, the fact remains: The 1994 congressional elections were a direct repudiation of Clinton.
