Most likely but I know some folks who will run with this and paint a picture of all Homeland Security officers as JBT's and it's not just here.

Clueless is more likely. Blocking school buses while checking a map - "The department said the only reason the officers were at the school was because they pulled over to look at a map" is suspicious and conspicuous. As William Tell said in his post No. 27, that invited a 911 call to local police and a confrontation with guns in front of a school with lots of children present.

County narcotics officers tried to do a drug bust in my town right across the street from a school in session. The suspects pulled their guns, shot at the officers and ran into the school where there was more gunfire with the narcs and local police. No one was hurt but the police chief and county narcotics team chief were criticized and threatened by the city council and county board of supervisors.

Law enforcement officers should be very careful around schools in sessions. These Homeland Security guys weren't. That's why I suspect this incident will be used in HL training sessions.
