In the fall of 1985, Abouhalima and Weber flew to the United States for a three-week visit. They settled in Brooklyn and never returned to Germany. Six months after arriving in the United States, Abouhalimas tourist visa expired. However, at that exact time, Congress had just authorized an amnesty plan for more than 1 million illegal aliens. Abouhalima applied for amnesty in 1986, received temporary legal residence in 1988 and became a permanent resident two years after that...On March 5, 1993, just one week after the bomb ripped through the World Trade Center, Abouhalima had fled the United States. He made his way from Jeddah, Saudi Arabia to his hometown in Egypt. Egyptian authorities promptly captured him. Upon confessing his involvement in the WTC bombing, he was flown back to the United States to stand trial.

Shortly after 9/11 there was a call for aliens from other countries to report and register. Included in that group who reported were 13,000 Pakistanis who were illegal. Not included was a massive wave of illegal Pakistanis and others who fled to Canada.
