Who runs the Ping list for the updates to Ping Lists? That'd be me :) I have a separate list of everyone who keeps their own ping lists to ping out whenever I update the List of Ping Lists. (that was a mouthful, hope it makes sense!)

The Illegal Immigration list is fine the way you've placed it, it can come out of the Misc. list.
Happy2BMe is no longer active on the board, so is not maintaining the Border Ping List (that's what we call the II list...I wouldn't change what you have, though).
