It's already existed for several years, since the last joke of "reform" legislation was inked.
Of course, since they went so far as to create that instant-check system to get us sheep to shut up (we're easily pacified, I guess), they had to be "fair and balanced" to the employers too (you know, the ones who pass those sweeeeeet lobbybux their way?)
So, voila! -- the instant-check system was implemented -- but, its use was made optional!
Funny thing, how no one seems to use it. Go figure!
But now a code will be generated that has to be returned to the Government.
