Well, it's a grant, not a fee. It's designed to reimburse workers for the cost of finding a place to live, traveling, getting a used car, etc.

But, it primarily acts as an incentive to "self-deport," something that I don't think can be realistically done by other means.

Isn't the Senate proposing allowing illegal aliens to apply from here in the U.S., though. I think that's a problem. In addition to being unpalatable to most Americans who don't think people should be rewarded for illegal activity, it is also unjust in that it puts those people first in line, in front of people who may well want to come here, but have not at least in part, because they have respect for the law.

Making them go home first gives those law-abiding people a (slight) leg up for applying for guest worker status, as they're already in their home country. I think that's more fair.
