The FEC has published the final rules and explanation and justification for internet communications in pdf format. This is a 96 page document that needs to be read.

I reject the rules in toto and will NOT obey them. And I trust no one else will either. The government has no right to dictate where we may speak, to whom we may speak and under what conditions speech is permissable.

Here's the good stuff.
...Additionally, the Commission is adding new exceptions to the definitions of contribution and expenditure to exclude Internet activities and communications that qualify as individual activity or that qualify for the media exemption.
These final rules are intended to ensure that political committees properly finance and disclose their Internet communications, without impeding individual citizens from using the Internet to speak freely regarding candidates and elections.
Oooh rah.

this is a 96 page document than needs to be shredded.

It seems to me that the FEC was forced into this ruling by McCain-Feingold and the federal court ruling. The FEC really didn't have a choice in the matter and I am fairly pleased that they have made a low impact ruling. Given their restrictions (public law and court orders) I can't imagine a better ruling (sadly).
None of this excuses the acts of Congress, the President, and the Courts to allow the First Amendment to be ignored. But at least the FEC didn't rub it in our faces.
The clearest way to show that we the people are displeased that our government has ignored the Constitution is to do whatever we can to sink McCain. Let him not become President on our watch.
