rather eat with dogs than most humans I've met..It's outside , at the owners discretion..I dont see a problem at all.if you don't like dogs , eat somewhere else. The OWNER ( the guy who worked all his life to buy the place )should have a the liberty to let people sit with their pooches outside, or allow smoking if he ( THE OWNER) chooses.

Dude, you have it all wrong. This doesn't force the notion of accepting dogs at restaurants.
No, this is Republicans doing what they do best, not changing the law that restricts private businesses from doing WTF they feel like with their own #@$!$%!@ property, but allowing miniscule exceptions to show how gracious our new aristocrats are. See, this Republican bill allows freedom in small pilot programs in limited areas, because we can't have all the propertied rabble all at once getting the ability to utilize their small plots as they see fit, now, can we? Far better to keep these upstarts who pretend to a better station on a short leash. (pun intended)
