You overlook one important factor. The people are the government. Many people had the same attitude about giving women the right to vote but an effective grassroots movement resulted in the 19th Amendment. The same can be done with the Fair Tax. Nothing will happen if any individual waits for someone else to do the job.

Only a benevolent dictator would institute the fair tax. You can kid yourself all you want about grass roots stuff. Americans are not nearly PO'd enough to even make a slight stab at it.
