What is the State of Louisiana's responsibility? Do they have any or is it the responsibility of the Federal government to to rebuild a city of the entire lower half of the state? What about neighboring states?
Maybe we need some choice here...
Choice A: if the Federal government foots the bill (as Sen L wants) - maybe it should take the property under eminent domain and move the Capital Building there for the Senate and House to have a beautiful place to make their deliberations and laws and speeches.
Choice B: Figure exactly what responsibility the Federal government bears to the citizens of Louisiana that is superior to the State of Louisiana's responsibility to their citizens, under the US Constitution.
