A week before she died a violent death at the hands of her sadistic stepfather, a battered and forlorn Nixzmary Brown confided, "I wish my mommy and daddy were dead."
Perry Robinson will never forget those words — or any of the other unsettling encounters he had with the solitary, sad-faced 7-year-old in the park across from her family's apartment in the Bedford-Stuyvesant section of Brooklyn.
The retired paralegal used to see Nixzmary in Tompkins Park while he played with his nieces and nephews — and he "was not surprised" when her lifeless, battered body was found naked on the floor of the apartment early this week.
He had seen the bruises on her painfully thin arms and legs, he had heard her stepfather order her to "get your f- - -ing ass over here," and he knew she was living in fear.
But still Robinson, 49, was shocked at police accounts of the torture the little girl had been subjected to — at charges that her stepfather, Cesar Rodriguez, regularly tied her to a chair, beat her with his hands and a belt, sexually assaulted her, and forced her to eat cat food and use a kitty litter box, while her mother, Nixzaliz Santiago, did nothing to help her.
"I should have taken her to the precinct," a guilt-ridden Robinson told The Post yesterday. "I should have said, 'Come on, let's go to the precinct.' "
Robinson recalled the first time he saw Nixzmary in the park. It was last September, and he was with his nieces and nephews, who live nearby.
"She was running back and forth like a normal 7-year-old," he said. "I noticed her when her father came to the stoop and shouted at her, 'Get your f- - -ing ass over here.'

Let's get down to basics.
Immorality and ignorance kills children like this. The woman treats her body like an amusement park. She makes no connection between what she feels like doing and what the results are. She makes babies for every guy she likes, and HAS to have a man-or men- in the house. It's a mindset-in some cases culturally accepted.
To stop the deaths of children like this you have to cure the mothers who make children and keep them in situations like this. The brutal men are another matter, but they can't hurt the children if the mothers don't take up with them and expose their children to their viciousness.
Sterilization? I would think cases like this warrant it.
She insisted that if the law didn't start punishing these monsters more severely, that folks would start taking the law into the their own hands - and would be justified in doing so!
From what she told me, one of my grandmother's relatives had a neighbor who did just that. The husband was like this monster, slapping her and the kids around, everyone lived in fear. Then, one day, she walked in on him sexually abusing their little daughter. She put in knife right in the middle of his chest and left him to bleed to death.
They didn't even arrest her.
Then again, that's back when we recognized and called evil for what it was, instead of trying to rationalize or explain it away.
I have to give a lot of credit to the police who arrested the sewer rat who killed her. I don't know why this pig did not have a fatal accident while being arrested. Well maybe he will have one while in jail, here is hoping.

How often have any of us suspected that a child is being abused only to conclude that we are not really all that sure or it is really none of our business and decide to do nothing?
It is one thing to interfere with reasonable parental discipline, like a strong public reprimand or even a smack on the butt, but quite another to look the other way when a child is so obviously being abused and neglected and even tells you he or she is in danger of being killed.
I can’t comprehend how Perry Robinson will live with himself knowing that he might have made a difference but chose not to.
Then again he might have called the police or child protective services and the outcome might not have been any different. So very sad.
Hanging, drawing and quartering would be too merciful a punishment for the slime that was this child’s evil stepfather and her mother also.
My reaction towards the step "father" in this tragedy is the same as most - retribution, incarceration, and capital punishment. To use a trite phrase, may God have mercy on him, because we shall give him none.
The mother is the target of a different type of rage and anger. It almost seems that these women have a Kitty Genovese mental block when it comes to safeguarding, and yes, loving their own children. Why, why do these waste case mother allow torture of their own little ones to occur, night after night, right in front of them?
Almost any excuse they would give falls too short for me. I can almost understand a man who is a monster. OK - he is monster, and a just society needs to cage and and/or kill him like the rabid dog that he is.
But what do we do with these women who sit back and allow the rape, torture and murder of their own children?
I agree with and understand what you are saying. We can't go off the deep end and start reporting everyone who looks at their kids crossways. That's happened in the past. Some overzealous school person, neighbor, etc. will report what they think to be abuse and end up ruining innocent lives. Then we hear about cases like this where, from what we are reading, abuse seems like a very real possibility and it's not followed up on.
It might not have done any good. On at least one occasion, 2 police officers had accompanied a social worker on a visit to the home. Plus the girl had been examined by a sorry excuse for a doctor, who reported to authorities that her injuries were consistent with her mother's story that she had "fallen down the stairs". If this guy had taken her to the police, and the same kind of response had ensued, she just would have been back in the home by the same evening, getting viciously beaten for opening her mouth and letting the guy in the park take her to the police.
The authorities had been contacted a zillion times before, once even having her examined by a doctor who told them her injuries were consistent with her mother's "falling" story.
Hitler wasn't sterilizing people for viciously beating their helpless children. He was killing people for being Jewish (and a few other categories he didn't like). Comparing a proposal to sterilize animals like these two child-murderers, to the activities of the Third Reich, is obscene.
Not for helpless little children, unfortunately.
Step One: Sterilize them. And for the ones who haven't done anything this awful yet, but appear to be on that track, encourage them to opt for sterilization, without actually mandating it. A young woman who turns up pregnant in a homeless shelter by some nowhere-to-be-found man (maybe she didn't even know WHICH man), and departs in the company of a new man she met in the shelter is a prime candidate for a long lecture on how urgently important it is that she not have any more children, and how easily that can be assured.
And I want to know exactly what this family was living on. There's about a 99.99% chance they were getting some public housing subsidy and food stamps. Anyone who is receiving public assistance should be checked on regularly, and anyone who keeps on having babies while already sending the bill to the taxpayers for the existing ones, should be sterilized.
My 3 boys always have bruises. I hope you use more discretion than just that. Because apologizes won't help after the state has taken my kids away from me for nothing.

This country has forsaken our children. It is time for the men in this country to take it back. If we cannot protect the lives of our children do we deserve freedom? People who would do this horror should have a well grounded fear that the men in his neighborhood will find him out and he will receive his recompense in this life as well as the one to come. The law sure as hell did not protect her. Only thing left is for the men to do it.
Personally, when I see a big bruise, and especially multiple bruises, I'm calling the police! If it turns out to be nothing I can always apologize later.
When a child says, "My daddy beat me" that's an indication to call the police. Seeing a bruise on a child is not a reason to call the police. My children are constantly bruised - multiple bruises all the time. They play hard and fall down. They are clumsy and walk into dresser drawers. They punch each other. Being bruised is part of being a kid.
If my neighbors or the kids' teachers called the police every time there was a big bruise or ... gasp! ... multiple bruises, the cops would have to open a precinct in my front yard.
If you called the police because of bruises on my kids and my children were removed from my home and became wards of the state during an investigation and I had a file started on me by DFCS because of your hysteria and overreaction, I would rip that apology out of your hide and shove it down your throat so you choked on it.
