If you are refering to facing off with a high tech power then yes.We are better of shaping our defense around that than some suicidal cave dwellers. Communist china is still a great unknown on how that will play out, as is russia and their current authoritarian reversal from democracy and the way russia will use petrol as a political weapon against Europe in the future is unclear as well.
If these things can be scaled down to infantry-size...
