MISSION U.S. Sen. John Cornyn said Tuesday that building a fence along the southwest border is unrealistic and ultimately would not deter illegal immigration into the United States.
Cornyn, R-Texas, was in Mission on Tuesday to discuss flood control and the Rio Grande Valley levee system, but spoke briefly with the media about immigration issues and his plan to allow workers into the country legally but temporarily. He said he would not support a bill calling for a security fence which could start in California and end in Brownsville although the U.S. House of Representatives approved the measure last week. The Senate will discuss the measure when they reconvene next year, and Cornyn said immigration would be a pertinent issue.
He expects a compromise between the Senate and the House on immigration bills.
"(The wall) is a 19th century solution to a 21st century problem," Cornyn said, calling for a more comprehensive immigration plan. Millions of immigrants, both documented and undocumented, cross daily through the southwest border and Cornyn said his bill permits workers to enter for a set time period, calls for increased enforcement at the border and more investigations into employers that hire illegal immigrants.
Hidalgo Mayor John David Franz said he would oppose any wall cutting through his border city.
"I think we need to be looking at amicable solutions," he said. "(A wall) would put us back 100 years. A wall isnt going to solve anything."

Just curious..Are there laws on the books preventing landowners from fencing their own property if it is on the border?

Cornyn/Kyl also want the Mexican government to pay the medical bills of illegals and guest workers in the US! I wonder which takes a bigger bite out of our pocket? A fund that helps Mexico become a better place to live and work so that they are not coming here in the millions sounds like a real solution to me. I also like the idea of having Mexico foot the medical bills of their citizens.

No laws restricting the land owner from fencing any way they choose.
Problem being that if the land owner next to your property does not fence in the same manner, they just go around it.
You left out this part:

(b) LIMITATIONS ON CONTRIBUTIONS BY THE U.S. AND CANADA- The terms of the agreement establishing the Fund shall include provisions that permit Canada and the United States to contribute to the Fund only if, during the initial term of operation of the Fund, the Government of Mexico--
(1) increases the tax revenue collected by such Government, with the goal of collecting an amount of such revenue that is equal to 16 percent of the gross domestic product of Mexico; and
(2) carries out a program of economic reforms to increase economic stability in Mexico.
SEC. 6. TERM OF THE FUND.
The terms of the agreement establishing the Fund shall require that the Fund operate for an initial period of 10 years and cease operations at the end of such period, unless Canada, Mexico, and the United States agree to extend the period of operation.

I can just see Vincente when we send him the bill for indigent med. care, the education of his illegal Mexican children, and the bill for the incarceration of his criminal element. Give me a break. What is the solution? Have the government pay for the entire fence? What happens when you have someone on the border that does not want the fence...regardless of who pays for it? Imminent domain to build the fence? Just curious about the practical implications of the fence...
