I have to agree with him. Most access issues can be handled with cost-effective upgrades. It makes easier not just for disabled persons to patronize a business but for non disabled patrons to access it too. The goodwill generated also helps a business' bottom line - bringing in more customers. Equal access is not a matter of charity or social engineering - its about giving a business the opportunity to capture customers it would lose because of access barriers. They've had plenty of time to conform to the letter and spirit of the law. Ignorance is no excuse.
