How about a simple requirement that next time a CAT 5 comes calling, the governor WILL federalize the guard to save lives, rather than hunker down with Mike McCurry and drown some people to blame on the administration? Then I'd give money to rebuild the levees.
You know, it's unacceptable to me that republican "statesmanship" includes letting scumbags like Blanco get away with murder. She and Mike McCurry should be denounced as murderers on every news show, and it will never happen. But the blood is still on their hands.

Galveston Texas raised the city by 17 feet in places and built a seawall on their own without federal help. Chicago and San Francisco rebuilt themselves without federal help.
The Feds did rebuild Plattsburg Missouri after the floods of 1994 but they moved the town to higher ground.

In order to "move the city" to higher ground you would first have to Condemn Private Property via Eminent Domain.
I did not think that concept of a Government seizing private property was advocated by many conservatives.
