Because they have claimed those cities to be holy to their believers, as well, and any "desecration" of their holy sights is tantamount to declaring war on all 1 billion Muslims... a threat that nobody is willing to challenge.

Seeing this pattern, they now build mosques on any property they can find especially if it is meaningful to their enemies (read: any other faith). The mosque that sits ON TOP of one of Judaism's most Holy Temples is the real kicker.
